I think you are confused with the ScholarshipPoints.com website.
Each time you sign into the website you get a point. You earn points for other activities like referring others to the website, posting on the forums and entering bonus codes. Each month there is a drawing for a $250 scholarship. The winner is randomly chosen based on the number of entries a person has. Think of it like a raffle. The more raffle tickets you purchase the better your chance of winning the raffle. The scholarship points contest is the same idea. The more points you earn, the better your chance of winning.
The quarterly drawing is for $1000, again, the more points you've earned, the better your chances. At the end of each quarter, your point balance reverts to zero and you start building your point total up again.
