What is the fafsa? When should I apply for financial aid?

$0 income in 2009, living abroad

I am a 40 year old U.S. citizen who has lived abroad for the last 20 years, during which time I didn't file U.S. taxes, but did file abroad. I will be attending gradutate school in the U.S. and I have a few questions:

1) In 2009 I had no earnings ANYWHERE but I have read it's better if file the 1040EZ with a zero value rather than not file at all. Is this true?
2) Do I also need to file W-2?
3) I have very little savings ($1,000) in my U.S. accounts but some ($60,000) in foreign accounts. How will this affect my eligibilty and where should I keep the money?

A unique situation. Contact a financial aid officer at one of the schools you are applying to.
