Foreign School not Listed on Application Form

Hi,

I am looing at a stafford load or PLUS to attend an MBA in a foreign school (HEC in montreal, Canada). I looked at the online application and it has a list of school under "Foreign/non US" and the school I am looking for is not listed.

I tried to call any service but there is only a mailing address and no customer service nmbers.

What is the way to know if a foreign school qualifies for a federal load (unsubsidized) or PLUS?
