Loan to help a forign doctor to apply for US Residency

I am a international medical graduate, got MD degree, US citizen, have a creditworthy cosigner. I would like to apply for US medical residency in 2011. I passed all the board exams. I wonder if I could get a loan for the applying process and relocation. The loan amount is about $30,000. Thanks

Tax Lien

I was just denied a Plus loan because I have a tax lien on my credit report. I didn't know about this. I am making arrangements to pay it but looking online I see that even paid, the lien will stay on my report for seven years. Do you know if there is any chance for me to get approved after I pay the lien? My credit scores are 805, 815, and 792.

Okay, I thought I had a handle on these things, but now I'm just confused.

I applied to grad school. Got accepted and declined my acceptance due to having accepted an overseas teaching job. In June, the teaching job fell through, so I reopened my acceptance to the school.
