Will the military (Army) repay a PLUS non federally backed loan.

The PLUS loan (Parent PLUS or Graduate PLUS) is a federal loan, however it is based on your credit history and not on need. http://www.studentloannetwork.com/federal-student-loans/plus-loan.php
