FAFSA-NEED-UNSUBSIDIZED STAFFORD?

My daughter is 21, she wants to take a two year program at Community College.
We paid out of pocket for about 30 credits, but few of these will apply to her new chosen program.
But we simply don't subscribe to the prevailing wisdom, that parents are now seemingly expected to mortage houses or take PLUS loans out with no responsibility falling to the student. We do support by providing a car, her books and free room and board, if shes in school half time. Thats just the way we do.

Heres my question.

On paper we will have no eligibility for aid through FAFSA. Been there done that.
All we want to arrange is an unsubsidized Stafford loan, in our daughters name.
She needs about 4000 this year, (2000 per semester.)
She'll need the same next year and shes done.

1. Do we have to jump the fafsa hoops if we already know theres no eligbility?
2. with 35 credits under her belt, wont she qualify for more Stafford loan- (how much is max)
3. Whats the process, I cant seem to understand all these new finacial aid rules.

Yes, the FAFSA must be completed even if you know you will not qualify for a subsidized Stafford loan.

2. with 35 credits under her belt, wont she qualify for more Stafford loan- (how much is max)
The 35 credits under her belt could effect her in the sense that there are maximum limits for undergrad students. For an undergrad student who is deemed dependent (under 24) they are capped at $57,000 in Stafford loan funds with no more than $23,000 of that being subsidized.

3. Whats the process, I cant seem to understand all these new financial aid rules.
The process is as follows...
A) Complete the FAFSA
B) Receive the Awards Letter from School
C) Complete MPN for the Stafford loan (the FAO can advise you where to complete this)
D) The lender will send a certification letter to the school confirming your enrollment, amount, and the date they want the funds disbursed to them
E) Funds arrive at the school
