How many hours to apply for a loan?

Why does the institution a person attends decide the percentage of a student loan made available? I am enrolled for 9 credit hours, should this effect the amount of student loan money I can apply for?

The institution decides based on enrollment. Most student loans require half time or greater enrollment in order to qualify for the loan.
